Combine the mango, lime juice, orange juice, honey, cumin, garlic, and salt in a blender container. Puree on medium speed until smooth.
Transfer the blended mixture to a medium-sized jar.
Slowly pour the olive oil into the mixture in the jar while stirring continuously with a fork or small whisk to emulsify.
Add the finely chopped chili pepper, cilantro, and black pepper. Taste and adjust the salt as necessary.
Store the dressing in the refrigerator for up to 1 week. Shake well before using.
