Preparation
Get your prep done before you start cooking: Grate the Parmesan, mince the garlic cloves and dice the shallot. Chop the basil and sun-dried tomatoes.
Cooking
Heat butter over medium-low heat in a large pot. Add garlic and shallot. Sauté for about 3 minutes until fragrant and softened.
Stir in black pepper, chili flakes, dried thyme, and tomato paste. Cook for 2 more minutes to combine the flavors.
Add the tortellini to the pot, then pour in the vegetable broth. Bring the mixture to a boil, then lower the heat and simmer for 3 minutes until the tortellini is tender.
Pour in the heavy cream and simmer for another minute. Stir in the grated Parmesan cheese, sun-dried tomatoes, and basil. Stir to combine all the ingredients thoroughly.
Finish off with freshly ground black pepper and more chili flakes if desired.
Notes
Use freshly-grated Parmesan for the best flavor. For more heat, increase chili flakes. Consider adding sautéed vegetables like spinach or zucchini for added nutrition.
