Preparation
Preheat the oven to 375°F (190°C) and grease a muffin tin.
In a bowl, mix flour, baking powder, and salt together.
In another bowl, combine olive oil, warm water, minced garlic, rosemary, and black pepper.
Pour the wet ingredients into the dry ingredients and mix until fully combined.
Spoon the batter into the prepared muffin tin, filling each cup about 3/4 full.
Sprinkle flaky sea salt on top of each muffin.
Baking
Bake for 20-25 minutes until golden brown.
Let cool slightly before serving.
