Ingredients

1/4cupsoy saucedark Japanese soy sauce can be substituted

2tablespoonsbrown sugar
2tablespoonsrice vinegar
2teaspoonsvanilla extract

Instructions
Preparation
In a large skillet, add 2 tablespoons of toasted sesame oil and 1 tablespoon of olive oil. Heat over medium heat.
Add the chopped green bell peppers and red onion. Sauté for approximately 15 minutes, stirring occasionally, until the vegetables are tender.
Once the vegetables are cooked, remove them from the skillet and set them aside in a bowl.
Cooking
In the same skillet, add the ground beef. Cook until fully crumbled and browned.
Meanwhile, prepare the rice separately. You may add toasted sesame oil to the rice for additional flavor if desired.
When the beef is fully cooked, return the sautéed peppers and onions to the skillet.
In a bowl, whisk together the soy sauces, rice vinegar, remaining toasted sesame oil, garlic powder, onion powder, ginger, spices, oyster sauce, brown sugar, and chili flakes.
Pour the sauce over the meat and vegetable mixture. Simmer covered for 25 minutes, stirring occasionally.
After 25 minutes, uncover and let simmer on low for an additional 5 minutes.
Serve the beef and peppers mixture over rice. Drizzle with chili garlic sauce for an extra kick.
Notes
Choose fresh ingredients for better flavor. Adjust spice levels to taste. Cook rice in broth for added flavor. Consider using ground turkey or chicken for a healthier option.
