Preparation
In a mixing bowl, combine the granulated sugar, cocoa powder, oil, vanilla extract, and eggs. Whisk until the mixture is smooth.
In a separate bowl, combine the flour, baking powder, and salt.
Add the flour mixture to the cocoa mixture and stir until combined.
Cover the dough with plastic wrap and refrigerate for at least 3 hours, or up to overnight.
Baking
Preheat the oven to 350°F (175°C).
Scoop the dough with a mini ice cream scoop for even portioning, which should yield around 20 cookies.
Roll the cookie dough into even-sized balls and generously roll each ball in powdered sugar.
Place the cookies on a parchment-lined baking sheet.
